The vast majority of public education funding is dictated legislatively.  Often, as much as 95% of education funding for school districts is restricted to transportation, facilities, food, salaries and other such expenses.

This leaves limited learning resources available for students and teachers to keep pace with a rapidly changing learning environment.  New programming and innovative approaches are needed.
